Bob is a Guardian and is one of several sprites with complex antivirus-like functions (the guardians). While all Guardians adhere to the Mend and Defend protocol, Guardians have specific parameters and exceptions when it comes to peoples such as Viruses or Web Creatures for example.
He, on the other hand, maintains this protocol regardless of the function or format one takes on. His processes were considered radical by leadership as he believes that he can mend not only systems but the corruption that causes viruses as well. Even though people he's cared for have been deleted by Viruses, he still maintains this protocol and refuses to nullify them.
His time in the web evolved him into an independent Interface and after downloading Glitch into himself, he became an upgraded (if not partially corrupt, in the malfunctioning way not the malicious way) cyber protection interface with a plethora of new functions that he previously relied on add-ons for, also known as his Key Tool, Glitch.
In general, Bob is an easy going sprite who acts with instinct and heart instead of a whole lot of foresight. However, all he's been through has matured him substantially. Now, a little more thoughtful and tones of the burdens he's been through but still with a heart of gold.

Due to Bob's merging with his Key Tool Glitch, he has a host of abilities that no longer require Glitch. Generally speaking, most of them are defensive abilities and repairing. It's not fully explained, but Bob's been shown to alter and repair people's code as well as system troubles such as tears. He can still create portals, enclose enemies in energy shields, create energy blasts, and other such things like this. Also, he can fly.
Although all of this takes more energy than it normally would due to part of his own code being missing when Glitch was crushed. Therefore, he is choosy with his abilities and needs to replenish more often. Bob being Bob, however, will still risk his own neck when someone else is in need.
Generally speaking I place Bob during the Glitch-Bob era. It can be pre-system crash or post, etc.
